Eden Gardens Homeowners Association
Valet Trash Collection Policy and Process
Purpose
The purpose of this communication is to clarify the Trash Collection Policy and Process. This will assist in maintaining our community’s appearance, sanitation, safety, and proper use of the Association’s valet trash collection service.
Valet Trash Requirements
All household trash placed out for valet collection must be:
Bagged and tied in the bin.
If the bin continues to fill and there are additional bags that are not fitting in the provided bin, a second garbage bin will need to be ordered. The order form can be found on TownSq under Documents>Trash Bin Form.
Cardboard boxes must be broken down.
Bulk household items such as furniture, mattresses, or appliances that require separate pick up; please contact the POA Property Manager via email or submit a TownSq request. The vendor will then be contacted to pick up items at your home at their earliest convenience. If the item is requested for pick up on Saturday or Sunday, your request will not be addressed until the following business day, Monday, unless this Monday is a holiday.
The following are not permitted:
Loose trash or unbagged trash.
Open, leaking, or torn bags.
Trash placed directly on lawns, sidewalks, driveways, streets, common areas, or landscaped areas. (Holidays will be addressed separately)
CONSTRUCTION MATERIAL IS NOT CONSIDERED HOUSEHOLD TRASH AND WILL NOT BE PICKED UP. These materials include construction materials, hazardous materials, paint, or chemicals.
Trash that creates odor, staining, pests, litter, or any nuisance condition.
Owner Responsibility
Owners are responsible for compliance with all tenants, guests, occupants, and invitees of their property. Owners are also responsible for cleaning up any trash, debris, stains, odors, or nuisance conditions caused by trash placed on their property.
Missed Collection
If trash is not collected due to improper placement, improper bagging, prohibited materials, overflow, or any other reason, the owner or occupant must remove the trash from public view and properly dispose of it at the trash enclosure.
Enforcement Policy
The Association is going to begin enforcing this policy in accordance with its governing documents, adopted rules, and applicable Florida law.
Enforcement Structure
First offense: Courtesy notice / written warning.
Second offence within a twelve-month period: The owner will be charged a $15.00 fine.
Third Offence: The owner will be charged a $100.00 fine.
Repeat or continuing violations: Additional fines may be considered in accordance with the Association’s fine schedule and governing documents.
Good afternoon, Eden Gardens Residents,
Please read through this entire message as it holds important information regarding our irrigation system at Eden Gardens.
We are aware of the ongoing irrigation issues throughout the community and have been discussing solutions that best meet our needs, both short term and long term. This includes common areas as well as individual lots. This has been an ongoing issue for a couple of months, with the most recent weeks being the most negatively impactful on our community,
The overall problem stems from declining irrigation water pressure that is being provided to Eden Gardens by Toho Water Authority. We have been experiencing a decline in water pressure in our irrigation system due to the current drought conditions, which has lowered the water pressure PSI from Toho Water, along with additional factors such as irrigation systems running simultaneously with new surrounding neighborhoods each night. Toho has strict watering guidelines, including, but not limited to, the days that Eden Gardens is allowed to water the vegetation.
PSI (per square inch) is a unit of pressure representing one pound force exerted over an area of one square inch. The average/preferred PSI required for landscaping is between 40- 50. Our initial PSI at Eden Gardens was 40 when the project began, but the PSI began to drop from Toho over the last several months, with the most recent reading at 25 PSI. This is the primary cause of the poor irrigation. The result of this poor pressure is that some of our irrigation heads simply do not have enough water pressure to pop up out of the ground. The pressure issue is further exacerbated when owners manually turn on HOA owned and maintained valves, to add water to their own homes. These actions create even more pressure issues as can be expected. This, in turn, has caused Yellowstone an enormous amount of effort to test and report the various zones and to make modifications to the time zones, only to find that their testing was inaccurate because there were zones which were manually, and illegally, tampered with. These actions cause more homes to be running in the same time zone as other homes, which is more than our system can handle at a time.
As previously stated, we are still in drought season, so much so that the County has issued a burn ban, to prevent fires, and will continue to be for the next several weeks until the daily rain showers begin. Due to below-normal rainfall in our region, we are experiencing extreme to severe drought conditions. The St. Johns River Water Management District has declared a Modified Phase III Extreme Water Shortage. All irrigation water is a supplemental water supply, and watering times must be used within County guidelines to avoid Toho imposed fines.
Please be advised that It is strictly prohibited to manually turn on HOA owned and controlled irrigation valves, and certainly not to modify them, as this can negatively impact water pressure for other homes within your zone and may ultimately cause damage to the overall irrigation system in our beautiful community. Please take note that, effective immediately, the POA will issue fines, as approved in the HOA Docs, to homeowners whose lots are found to be manually operating their irrigation valves. We kindly ask for your cooperation in helping us maintain the integrity of the community’s irrigation system. We appreciate your understanding.
Please know that we are, and have been actively working with our irrigation vendor to address these challenges. Both short-term adjustments and long-term solutions are currently being evaluated to help improve overall system performance and ensure the health of our landscaping.
We appreciate your patience and understanding as we work through these conditions and will continue to provide updates as more information becomes available.
Kind Regards,
Castle Management
Thanks.
